I would not write her off completely though. Truck rewards get better in later generations. When a higher-generation truck gives several useful materials instead of a tiny early reward, every extra loot box and every extra truck starts to matter.
Her kit also stacks. One extra truck each day is not huge by itself. Two extra loot boxes on every truck is not huge by itself. Better Mythic and Legendary truck access, small raid protection, and better enemy-truck raids are not huge by themselves either. Put all of that together across the whole event, and Aena can produce a real pile of upgrade materials.
So the tone I would take is this: Aena is not a priority if your server unlocks multiple Masters at once, but she is a decent later investment for older servers and active caravan players.

F2P should start with the XP skill. Anything that gets your event skill tree online faster makes the whole run smoother, especially if you are following an active strategy instead of sitting on one mine all match.
